If portability and higher-end features are important to you, the Framework Laptop 13 (2023) stands out with its smaller size and higher resolution display, but it comes at a midrange price. It also offers better performance for general use and engineering tasks than the HP 15" Laptop. The modular design of the Framework also means you can upgrade components like storage and RAM. However, if budget is a top concern, the HP offers adequate performance for general use at a lower cost, though with less powerful hardware. The HP also has a larger screen but lower battery capacity and heavier weight, making it less portable. Both laptops are not ideal for intensive gaming. Give Feedback

How the Framework Laptop 13 (2023) and the HP 15" Laptop compare to other laptops
"If you’re thinking of investing in your first Framework, now is the time. The kinks and rough edges have all been smoothed out and this is a very nice machine with a bright, upgradable future. The only reason I can think of to wait is the AMD model, which I’ll be sure to test as soon as I can get my hands on one."
"Chances are high that the HP 15 is one of the first laptops to pop up when you search for an inexpensive notebook. Indeed, its price tag is very tempting for many, and of course, this is the reason for its popularity. However, the HP 15" suffers from poor performance due to low power consumption. On the bright side, one of the good things about it is the port selection. On the inside, this includes two SODIMM slots for memory, an M.2 PCIe x4 slot for storage, and a SATA drive bay. However, the TN panel, and mediocre input devices are not ideal."
