The ASUS ROG Strix Scar 15 is very good for engineering and design, while the HP 17" Laptop is only fair.
The ASUS ROG Strix Scar 15 is favored for engineering and design because it boasts a high-performance CPU (Intel i9), substantial GPU (Nvidia RTX 3070 Ti), and a superior screen with high refresh rate and color coverage, making it very suitable for graphics-intensive tasks. In contrast, the HP 17" Laptop, while it also offers solid CPU capabilities (AMD Ryzen 7), the integrated GPU (Vega 8) and screen are less exceptional, prioritizing a larger screen size over ultimate performance, which may be more appropriate for less demanding engineering and design scenarios.

The ASUS ROG Strix Scar 15 has a better screen than the HP 17" Laptop for general use, gaming and AI, engineering and design, software development, and content creation.
For general use, the ASUS's superior resolution and brightness offer a clearer and more vibrant display, while its robust panel type ensures greater durability and color fidelity, all of which might not be as pronounced on the HP's standard display. Engineering and design professionals would benefit from the ASUS's wide color gamuts, providing accurate color representation essential for detailed work, an area where the HP may fall short. However, gamers and 3D designers looking for fluid motion and quick responses will find the ASUS lacking due to its lower refresh rate, whereas they would also not be satisfied with the HP, which similarly underperforms in this respect.

How the ASUS ROG Strix Scar 15 and the HP 17" Laptop compare to other laptops
"Asus continues to refine the ROG Strix Scar lineup with new upgrades. The Asus ROG Strix Scar 15 offers almost everything you would expect from a gaming laptop at this price. The build quality is great, connectivity options are decent, and there is enough scope for internal upgrades as well. Asus reverts to membrane switches for the keyboard — though not as "clickety" as the opto-mechanical ones we saw with last year's model, they still make for a decent typing and gaming experience. The lack of biometrics in any form is a downer."
"As far as starter laptops go, the HP Laptop 17 is a sound investment. Sure, it might not be the lightest of options, but what you get for the price is a well-rounded machine that fits multiple niches. Whether it be office duties that require you to multi-task between multiple programs, or study tasks in which you’ll spend hours browsing online, this laptop does it all. Plus, when it's time to unwind, you can watch your favorite shows or movies on a super-wide display. What's best of all is that you can do all this for about half a day on a single charge."
